The influential Tax Foundation says, based on the broad outline available so far, Jindal’s plan would bump Louisiana from No. 32 to No. 4 on its State Business Tax Climate Index. “This plan is a step in the right direction,” writes the Tax Foundation’s Scott Drenkard. “Corporate and individual income taxes are generally considered the most destructive taxes to economic growth, and both have a great deal of complexity and compliance costs associated with them.” While not explicitly partisan, the Tax Foundation is generally aligned with conservative groups. It says simplicity, neutrality, stability, broad bases and low rates are among the key principles of sound tax policy. You can read the Tax Foundation’s initial analysis here and the group promises a more detail analysis as more information becomes available.
