Nineteenth Judicial District Judge Janice Clark has halted a study of the proposed merger of the University of New Orleans and Southern University at New Orleans. Clark issued a temporary restraining order stopping the Board of Regents’ study of the merger until the court decides on a request for an injunction and for a declaration that the Regents board membership is unconstitutional. Clark’s ruling came after a group of Southern University students filed a lawsuit seeking to stop the merger until the Board of Regents is revamped. District Judge Tim Kelley is set to hold a hearing on the matter Feb. 24.
