Scary forecast: The chance of severe weather on Halloween has caused Mayor Kip Holden to move Baton Rouge’s official trick-or-treating to Friday. “Unfortunately, we have been advised that Saturday evening will not only be a rain event but that there is a strong possibility of thunder and lightning,” Holden says in a news release. “I have never changed Halloween hours as mayor-president, and this is not a decision I take lightly. However, our first priority must always be keeping everyone, especially our children, safe.” Trick-or-treating hours will be 6 to 8 p.m. Friday. The National Weather Service is currently forecasting a 60% chance of rain on Saturday and a 20% chance on Friday evening.

The open road: A ribbon cutting ceremony to mark the completion of the Sumberg Lane extension project will be held on Thursday at 10 a.m. at the intersection of Stumberg and the access drive roundabout at Woman’s Hospital, 100 Woman’s Way, just off Airline Highway. The completed extension, as part of the city-parish’s comprehensive Green Light Plan for roadway improvements, provides a direct connection from Pecue Lane to Airline Highway, and further to Jefferson Highway via the new two-lane roundabout at the Woman’s Hospital access drive. The project also includes the addition of a new bridge over Claycut Bayou and widening work on Jefferson Highway.

Here’s the deal: If you want to get a $25 discount on your ticket to the Smart Growth Summit being held in downtown Baton Rouge over two days next week, you need to buy an early bird ticket before sales end on Thursday at midnight. Discounted tickets for one day of the summit are $100, while two-day tickets are $150, including breakfasts, refreshments and lunches. You can buy tickets online and see the full lineup of events, which will be capped with a keynote address by U.S. Secretary of Transportation Anthony Foxx. All events will take place at the Manship Theatre.
