For the past two years, there have been dire warnings about the “fiscal cliff”: a $1.6 billion shortfall looming for Louisiana in the 2011-12 fiscal year. But in the proposed budget introduced last week by Gov. Bobby Jindal, that cliff looked more like a slope, says John Maginnis.
