East Baton Rouge Parish’s $1.3 billion sewer overhaul is a much larger project than was originally pitched to the Metro Council and to taxpayers, who will be paying for the upgrade for years to come. In early 2006, the project was estimated to cost about $654 million. Five years later, however, that rehabilitation plan has nearly doubled into an overhaul of the sewer system that involves not only fixing the old, leaky pipes but also closing one treatment plant and laying miles of new pipe to divert flow to another plant, which needs to be updated to accommodate the additional capacity.
