The Council for a Better Louisiana has endorsed four bills it says will enhance funding for the TOPS program. CABL is backing the bills by Sen. John Alario Jr., R-Westwego, and Rep. Jane H. Smith, R-Bossier City, which would constitutionally protect more funding for TOPS by using money from the state’s Millennium Trust Fund and tobacco trust fund. In a statement, Barry Erwin, CABL president, says the amendments will mitigate further budget cuts. Despite backing such funding measures, Erwin says CABL supports discussions about reforming TOPS. “As the price of TOPS continues to rise, and we expect greater performance from all of our education institutions, we should also look to raising standards for TOPS,” he says.
