Scott Shirey, who pushed to establish a Knowledge Is Power Program charter school in Baton Rouge a decade ago, is being lauded for his work in Arkansas with the free, open-enrollment school program focusing on underserved communities. Shirey moved to Helena, Ark., in early 2002 and established a KIPP charter school there within six months. The East Baton Rouge Parish School Board rebuffed his efforts to open a similar academy here in 2001. He is now executive director of the KIPP Delta Public Schools in Helena, overseeing a total of four KIPP schools.
