Local developer Richard Carmouche obtained permits last week to begin the second phase of Dawson Bluff Townhomes in The Grove mixed-use development. The homes will be built by Alvarez Construction. The first filing was for 51 lots and closed in late December, Carmouche says. Alvarez is building those now. The second filing is for 94
