When either John Bel Edwards or David Vitter takes office as Louisiana’s governor next year, among the issues he’ll have to address is the long-awaited intercity rail line that would provide passenger service between Baton Rouge and New Orleans. At a recent forum on the subject at the Center for Planning Excellence Smart Growth Summit,
