The public is being invited to review the city-parish’s plans for acquiring properties needed to provide a buffer zone around the North Wastewater Treatment Plant. A public meeting will be held on Thursday, Nov. 3, from 6 to 8 p.m. at the BREC Mills Avenue Facility, 424 Woodpecker St. Once completed, this buffer zone around the plant would help control odors from the plant and facilitate the beautification of surrounding areas. In April, the Metro Council asked the parish attorney’s office to come up with a buyout plan for some residents of University Place subdivision. The buyout will need approval by Mayor Kip Holden and the Metro Council. Odor issues and public health concerns have been central in 16 years of litigation between residents and the city-parish over the plant. A state district court awarded more than $1 million to community residents in 2008, but an appeals court overturned the ruling except for a $20,000 claim by one resident who could prove damages.
