Citing federal data from 1976 through 2010, a new report says no state had more per capita corruption convictions than Louisiana, which was trailed by Illinois, New York and Pennsylvania. The report comes from researchers at the University of Illinois at Chicago and the University of Illinois Institute of Government and Public Affairs. It says no single city in the nation has been more mired in public corruption than Chicago—one main reason Illinois is the third-most corrupt state when considering the sheer number of corruption convictions. Los Angeles ranked No. 2 in the report for the city with the most convictions, and New York No. 3. See the full 15-page report here.
