The Public Affairs Research Council of Louisiana released today its Guide to the 2015 Constitutional Amendments that will be on the Oct. 24 ballot.
The guide from the nonpartisan group details each of the four amendments on the ballot, explains the impact of each amendment if they are passed, gives a brief history of how they came to be on the ballot and offers arguments for both sides.
“All the amendments on this ballot deal with the management of public money. The guide is educational and does not recommend how to vote,” PAR says in the introduction. “It offers concise analysis and provides arguments of proponents and opponents.”
The guide offers a special section that delves into each item, giving voters an in-depth look at the history of each proposed amendment.
The four amendments concern whether to create a new transportation projects fund and restructure the rainy day fund; whether to allow the state treasurer the option of investing in the state infrastructure bank; whether to create new guidelines for legislation in a fiscal session; and whether to allow local governments to tax property within their jurisdictions that is owned by local or state governments outside of Louisiana.
