Philadelphia, Tucson big winners: A new report found while progress is being made for high school graduation rates in many of the nation’s largest cities, only 53% of the students are getting diplomas in four years. That’s well below the national average of 71% of boys and girls graduating on time, according to a report from the America’s Promise Alliance, a group headed by former Gen. Colin Powell. Philadelphia was the biggest gainer, with graduation rates for public school students in the city going from 39% in 1995, to 62% in 2005. Tucson, Ariz., saw on-time graduation rates rise by 22.7%, to 71.6%.
