New La. fiscal year begins with budget under review

Louisiana’s new budget year begins today, with $25 billion in spending plans slated for state agency operations and programs. But Gov. Bobby Jindal hasn’t completed his review of the budget or decided what, if anything, he’ll strip with his line-item veto. That’s not unusual. The state’s new fiscal year often starts on July 1 while the budget bill awaits action on the governor’s desk. Few of the plans typically are changed. Instead, mainly legislative earmarks are among the items that get vetoed, and none of those were added into this year’s 2011-12 operating budget. Jindal’s office hasn’t said when the governor will complete his review of the budget and issue any line-item vetoes. Lawmakers approved the spending plans in the final days of the regular session, which ended last week.
