New building and energy codes that kick in next year are expected to add an average of $2,000-$2,500 to the cost of building a house in the Capital Region, according to the Home Builders Association of Greater Baton Rouge.  That’s extra spending for builders, not buyers, though the higher costs would be expected to trickle
