The Census Bureau is set to release on Wednesday a list of populations by parish. That will officially start up the reapportionment process, says John Maginnis. “A common misconception, however, is that Katrina caused the state to lose a congressional seat. Even had the levees in New Orleans not failed, one district would still be a goner,” Maginnis says. “The census estimate of Louisiana’s population in July 2005, the month before Katrina, was just under 4.5 million, while the 2010 count was just above that.” Read the full column here.
