Per capita energy-related CO2 emissions decreased in every state between 2005 and 2023, according to newly released data from the U.S. Energy Information Administration. The U.S. as a whole saw its emissions decrease by 30% over that period. But on a state-by-state basis, Louisiana falls toward the bottom of the pack with just a 9%
