Gov. Bobby Jindal announced a proposal today to constitutionally protect more funding for the Taylor Opportunity Program for Students (TOPS) scholarship program. The state’s Millennium Trust Fund would be capped at $1.38 billion, and money from the tobacco settlement would be diverted to TOPS. “Currently, about $15 million is protected through the TOPS Fund, and under this constitutional amendment that will increase to about $58 million,” Jindal says. About half of Louisiana college students are going to school on a TOPS scholarship, so protecting the program is important, Jindal says.
