Few political figures in recent Louisiana history have embodied “the politics of joy” more than Kip Holden, mayor-president of East Baton Rouge Parish. For years, people marveled at Holden’s exuberance, his irrepressible optimism, his self-deprecating humor, his love of people and his enthusiasm for the job. Holden has been recognized as much for his ebullience as for his ability to govern. That is, until recently.
