Debbie Usrey Harvill has been promoted to the newly created position of chief operating officer for Latter & Blum Property Management. Harvill had been serving as executive vice president of the firm, but will now be responsible for all aspects of the property management office. She has been with Latter & Blum since the company purchased C.J. Brown in 1995.
