The total state budget is an estimated $28.5 billion, but that includes $1.8 billion of funds that are transferred among state agencies so cannot be counted twice. That leaves some $26.7 billion in available revenue. But as the flow chart below demonstrates, only about one-third of that—$9 billion—is in the state general fund and only one-third of that—$2.9 billion are discretionary dollars, or those that are able to easily be moved around or cut.
