The Banyan Foundation Inc., an Alabama-based nonprofit, is developing an affordable housing apartment complex on Elm Grove Garden Drive in the Scotlandville area. The organization filed $15 million permits for the complex Tuesday. The Capstone at Scotlandville Apartments, which will replace the Elm Grove Apartments that were demolished in 2020, will be an affordable option
