Tommy Spinosa’s plans for lot in Rouzan raising concerns from neighbors

Concern in Southdowns is brewing over a request by developer Tommy Spinosa to amend the concept plan for Rouzan so that he can subdivide a 1.6-acre tract he still owns in the rear of the traditional neighborhood development.
