Engquist planning to develop Atwater, contingent on rezoning

Nearly three years after developer Prescott Bailey gave up on his plans for Atwater, a proposed 250-acre residential development on River Road near the Iberville Parish line, John Engquist is picking up the pieces and moving forward with new plans for the site.
