Across the U.S., the public air-monitoring system is shrinking just as pollution risks are becoming more complex, Floodlight reports.
Federal funding for monitoring has fallen more than 35% over two decades after adjusting for inflation, the number of government monitors has dropped by nearly half and many remaining stations are aging, located far from major industrial polluters or unable to detect the toxic chemicals nearby facilities release. A 2025 study found nearly six in 10 U.S. counties have no public air monitor, while a Floodlight analysis found that for 71 of 100 major polluters examined in Louisiana, Kentucky, Ohio and West Virginia, the facility’s top-emitted chemical is not measured by any government monitor in the state.
As those gaps have grown, communities have increasingly relied on low-cost sensors to monitor pollution themselves. But since 2024, Louisiana, Kentucky and Ohio have adopted laws restricting regulators’ ability to use community-collected air-quality data for enforcement unless it meets required scientific or regulatory standards. Similar proposals have failed in West Virginia.
Chemical and manufacturing groups argue that uncalibrated monitors can produce unreliable data, while environmental advocates say the restrictions limit a key tool for communities near industrial facilities.
The debate comes amid broader changes to federal pollution rules, including exemptions and efforts to roll back certain monitoring and emissions requirements. Evidence from refinery benzene monitoring shows that stronger monitoring can coincide with significant pollution reductions, while California, Colorado and Texas have expanded community or real-time monitoring.
