Cities are turning to AI to speed the housing permit process

    Cities across the country are increasingly using artificial intelligence to speed up housing permitting, particularly by identifying incomplete or incorrect applications before they reach human reviewers, Stateline reports. 

    Incomplete applications can lead to repeated correction cycles that add weeks or months to the permitting process. AI tools can scan applications, check them against local codes and requirements and flag missing information. Federal funding is encouraging this trend, including a new $200 million annual Innovation Fund and up to $3 million in grants from the U.S. Department of Housing and Urban Development for automated permitting systems. 

    Cities such as Denver; Honolulu; Louisville, Kentucky; Seattle; and Syracuse, New York, are testing or implementing these technologies. 

    Early results suggest AI can reduce delays. Honolulu, for example, reported that its CivCheck system has reduced permit reviews from an average of 3.4 review cycles per application for single and two-family residential projects to 1.4 and shortened average applicant processing time from 73 days to 32.5 days. Seattle found CivCheck reduced average intake-review time by about 50%. 

    However, officials emphasize that AI should assist rather than replace human planners. Automated systems may struggle with unusual site conditions, zoning ambiguities and neighborhood impacts that require human judgment and local context. Planners also note that AI may not fully account for community, inclusion and equity concerns. 

    Officials point out that developers contribute to delays when applications are incomplete or incorrect, making permitting a two-way process between applicants and local governments.
