The Capital Area Transit System board of directors will consider approving a three-year contract for CEO Bob Mirabito—at an annual salary of $175,000, plus benefits—at its meeting next week, after a CATS committee voted today to recommend the contract’s approval.

The CATS Finance and Executive Committee voted 3-0 to support the contract, which includes a pair of two-year renewal options after the initial three years. The full CATS board will take up the contract at its meeting Tuesday at 4:30 p.m. at the offices of BREC, 6201 Florida Blvd.

If approved, the contract will hand Mirabito a considerable raise over the $147,000 annual salary he’s currently earning. Aside from the base salary—which can be raised as much as 5% annually, depending on performance reviews—the contract also allows for an additional $700 monthly payment to Mirabito to cover out-of-pocket employee expenses for employee benefits.

After the first year of the contract, Mirabito would also have the opportunity to earn an extra $12,500 per year if the CATS board develops metrics for incentive performance pay and Mirabito meets the requirements, according to the contract.

The benefits package provided to Mirabito in the proposed contract includes retirement, health insurance, life insurance and 20 days of vacation per year, as well as the same holidays off that all other CATS administrative employees receive.

Mirabito was hired on an interim basis in May 2013. The current contract negotiations have been underway since September 2014, when the CATS board signed off on pursuing a long-term deal.
