Businessman Richard Lipsey and representatives from the mayor’s office and the East Baton Rouge Parish Sheriff’s Office met late Monday with the owners of three Rieger Road motels that Lipsey and neighboring business owners say have contributed to aggressive panhandling in the Siegen Lane-Rieger Road area.
