What: Replace the narrow, two-lane open ditch roadway with a two-lane, curb-and-gutter street with sidewalks. Six hundred feet of the Elm Grove Garden project [from the Fairchild-Badley Road intersection to the bridge 600 feet to the north] will be added to this project to facilitate construction.
