Twenty-one percent of people who participated in a Real Estate Weekly survey say they expect the local foreclosure rate won't drop from year to year until the first half of 2011. Seventeen percent of people who took the poll don't expect a decline until 2012. A minority of respondents expects the first decrease to occur this year: 16% say it will be seen in the third quarter of this year, and 10% expect a drop in the fourth quarter. More than 100 people participated in the poll.
