Senate says no to police ticket quotas

(From The Times-Picayune) BATON ROUGE -- The Senate told law enforcement agencies as well as local and state governmental bodies Thursday that they should not force their police officers to write a quota of tickets or make a specific number of arrests on a daily, weekly or month basis.
