Before Hurricane Katrina, renters comprised more than half of New Orleans' population. The New York Times says despite this statistic, there has been little attention paid to reviving the rental home and apartment market. That’s led to widespread blight in key middle and working class neighborhoods, and led to a doubling of the city's homeless population. “FEMA and the federal bureaucracy seem oblivious to the fact that virtually no new affordable rental housing has yet appeared in New Orleans to replace what was lost,” said Martha J. Kegel, executive director of Unity of Greater New Orleans, a coalition of groups that help the homeless. Read the story here.
